🔊RECAP ROUNDTABLE DISCUSSION “VIETNAM HUMAN CAPITAL DEVELOPMENT ARTIFICIAL IN INTELLIGENCE AND SEMICONDUCTOR INDUSTRY FOR INNOVATIVE SUSTAINABLE GREEN DEVELOPMENT”

On April 12, 2024, the Open innovation and Technopreneur Institute (OITI) and the Asian Development Bank (ADB), in collaboration with VinUniversity, VTC Netviet organized a consultation discussion on developing human resources in semiconductors and AI sectors in Vietnam, welcoming 70+ local and international partners from Ministries/Departments/State agencies, ADB, SaigonTel, ECV-America, VinUniversity, Amazon Web Services (AWS), Schneider Electric, SHTP HCMC, VNU-Hanoi, … and online ecosystem points in HCMC, Long An, Bac Giang and Da Nang which are investing in AI and semiconductor. The program held 2 in-depth discussions with 6 facilitating experts from OITI, ADB and VinUniversity.

* The program is for OITI’s strategic partners and membership network of the open innovation hub SoiHub. 

ADB conveys the message of collaboration to enhance the “human” ecosystem generation 4.0 to have an open mindset, ready to connect, utilize and optimize resources and available strength of each locality and organization, towards green growth and sustainable development.

Ms Bui Thanh Hang, Vice Chairwoman of the OITI Science Council has shared about the initiative of the Open Innovation Hub – SoiHub in collaboration between (OITI) and Saigontel to promote tech-sandbox and talent-sandbox, enhance public-private cooperation between the Government – Corporations, Enterprises – Institutes, combined with international resources to promote open innovation linked to green growth, sustainable development, and optimization of existing resources to address local challenges.

In the semiconductor industry domain, experts from ADB in the fields of social, economic, innovation centers, and Industry 4.0 shared insights on the value chain and four pillars to enhance the industry’s value chain. They also discussed lessons learned from Singapore’s semiconductor industry development and provided suggestions for the future of innovation centers, international cooperation, green technology development, and continuous investment in talent and R&D. During the discussion, Laurent El Ghaoui, Vice Provost for Research and Director of the Institute of Engineering and Computer Science at VinUniversity, proposed establishing a Vietnam Alliance for Advanced Semiconductor and Computing to promote workforce training for the semiconductor and computing industries in Vietnam, while also developing infrastructure for computing research.

Continuing the discussion on AI, Mr. Ricky Tan, Head of Technology, International Education – AWS, shares about AI applications in transportation, healthcare, public sector innovation, and education. To enhance AI training, Professor Wray Buntine- Director, Computer Science Program, Institute of Engineering and Computer Science, VinUniversity discusses the development potential in Vietnam and the application of GenAI in education.

Through the roundtable discussion, delegates contributed opinions and engaged in open exchanges about the challenges and the necessity to enhance infrastructure investment, attract students and workforce participation in semiconductor and AI industries, and opportunities for collaboration between domestic and international institutions, fostering cooperation prospects and proposing strategies to enhance Vietnam’s human resources and elevate its position in the global economic value chain of semiconductor and AI industries.
